JOB PURPOSE/SUMMARY
Summary of role/team:
- The HR Personnel Specialist is part of a collaborative Human Resources team responsible for supporting the agency's hiring and compliance processes.
- This team ensures that all personnel records meet organizational standards and funding source requirements.
- Core responsibilities include conducting background checks, verifying education and credentials, maintaining accurate records, and supporting program staff.
- The team plays a vital role in promoting operational efficiency, regulatory compliance, and a positive employee experience across the organization.
Summary of position:
- The Personnel Specialist supports the Human Resources department in achieving its goals related to staff recruitment, hiring, and training.
- This position is responsible for processing personnel actions, including new hires, transfers, promotions, and terminations, while ensuring compliance with all applicable federal, state, and local laws, as well as requirements set forth by auditing, funding, and licensing agencies.
- Key duties include conducting background checks across multiple systems, entering data into various HR databases, submitting new hire reports, scheduling drug screens, physicals, fingerprinting, and TB tests, and organizing and scanning employment documentation.
- The Personnel Specialist also provides assistance to applicants via phone, email, and in person.
- Strong internal customer service and coordination are critical aspects of this role, requiring responsiveness, teamwork, and the ability to manage tasks efficiently in a fast-paced environment.
JOB DUTIES/RESPONSIBILITIES

COMPENSATION:
- Starting salary for this position is approximately $18.42 /hr based on relevant experience and education.
Schedule:
- Monday through Friday, 8:00 AM to 5:00 PM, with some flexibility required based on program needs.
Travel:
- Minimal travel is occasionally required for professional development, staff support in Chattanooga, and other program-related needs.
Equipment/Technical Competency:
- Must have substantial clerical and computer skills and the ability to learn new software products quickly.
- Uses multiple online / computer databases and website resources with minimal supervision.
- Able to maintain access to multiple online resources with efficiency.
- Ability to utilize Microsoft Office Suite including Word, Outlook, Excel, and Adobe.
Equipment/Technology:
- Must be proficient in the use of standard office equipment and technology, including computers, multi-line office phones, copiers, fax machines, scanners, and printers.
- Familiarity with email, word processing, spreadsheet, and database software is essential.
- Experience with electronic records systems and secure file handling is preferred.
QUALIFICATIONS - Personnel Specialist
Experience / Knowledge:
- Experience using multiple computer software programs is required, along with proficiency in repetitive data entry tasks.
- Familiarity with mental health or social services organizations is preferred.
- Ideal candidates will have experience in roles involving background checks, degree verifications, and ensuring compliance with funding source requirements.
Education / License:
- High school diploma required; Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
- Preferred experience includes work in personnel, business operations, administrative support, or program coordination.
Physical/Emotional/Social - Skills/Abilities:
- Ability to organize multiple responsibilities with strong attention to detail.
- Required to do close up work such as computer work, typing and document evaluation.
- Required to sit for long periods of time.
- Frequent transitions between sitting, standing and walking to scan, copy and deliver documents.
- Hearing and talking required to liaison with public and stakeholders.
- Must have excellent people and communication skills including responsiveness to email and phone messages.
- Must be able to problem-solve and multi-task.
- Strong internal and external customer service skills are required including being able to work as an effective team member.
