The Foster Care Trainer/Recruiter

Job Summary:

  • Maintains oversight of foster parent chart & foster home annual training hours required by policy
  • Oversees annual reassessments and mandatory foster home background checks
  • Plans and staffs TN KEY and pre-service training
  • Supervises investigation and selection of therapeutic foster homes.
  • Coordinates recruitment campaign for prospective foster homes, i.e., networks with civic groups, local & area newspapers, field calls of prospective parents, coordinates T.V. and radio exposure, etc.
  • Prepares and facilitates annual training plan for foster parents/staff
  • Supervises & matches selected therapeutic foster parents and children.
  • Manages Parent Training/Recruitment line item in Foster Care/RHET budget.
  • Responsible for Foster Parent Home Study.
  • Closes, approves, reapproves and opens parent charts as needed in TFACTS database
  • Assists and supervises the coordination of special events, i.e. Christmas Party, Summer Programming.
  • Plays a role in the on-call rotation for weekend coverage, e.g., back-up or primary.
  • Follows all policies in accordance to DCS Core Standards, PPM, and Licensure standards.
  • Follows all directives from immediate supervisor.

Leadership

  • Works in a multi-disciplinary team approach to meet clinical needs of foster care consumers.
  • Completes all required documentation in compliance with Center Policy, CARF and Provider Policy Manual standards.
  • Completes TN KEY Training on all foster and adoptive parents.
  • Provides ongoing training for all foster parents in accordance with Policy requirement of each foster parent maintaining 14 hours of training each year.
  • Recruitment.
  • Retention.
  • Maintains budget.

Clinical Support

  • Attends and is timely to weekly Management Team Mtgs.
  • Attends and leads program team meeting on a weekly basis without tardiness.
  • Returns all staff pages within 15 minutes of receiving the page as reported by supervisor.
  • Meets with parents to discuss difficult situations with client and/or parent behaviors.
  • Responds to all flags, emails and voicemails within 2 business days.
  • Responds to pages/calls from current parents and/or prospective foster parents within 2 business days
  • Has read and is familiar with the Provider Policy Manual in its entirety.
  • Implements all new policies into parent training.
  • Carries a caseload of overflow clients at any given time.
  • Maintains monthly foster home list and disperses it to specialists bi monthly
  • Keeps all parent charts with updated documentation.
  • Maintains expiration logs for updating foster parent charts.
  • Yearly home visits for re-evaluations.
  • Completes quarterly documents with foster parents.
  • Conducts a total of 4 interviews with prospective foster parents before opening as a placement option.
  • Provides all TN KEY, Therapeutic and CPR courses prior to opening foster homes.
  • Provides parents with all necessary paperwork needed to open home as a placement option.
  • Completes home study on new parents within 60 days of completing TN KEY.
  • Monitor that all necessary background checks are completed (fingerprinting, TBI and FBI checks, sex offender registry, adult abuse registry, etc.).
  • Informs staff of newly opened foster homes upon clearance of all background checks.
  • Provides training opportunities for parents to accumulate 14 hours of yearly training (i.e., cluster meetings, all-day training, mail-out packets, etc.).
  • Register parents for DCS MRI courses initially and bi-yearly.
  • Keeps all appropriate documentation of training attendance (sign in sheets).
  • Creates and mails quarterly training calendar with reminders of mandatory trainings (Newsletter).
  • Attends agency collaborative meetings to foster strong working relationships with other foster care agencies on monthly basis
  • Attends and participates in local events where setting up a booth, or speaking may be required.
  • Researches new recruitment efforts to provide on-going opportunities to present the foster care program.
  • Responsible for the recruitment of foster parents for the program.
  • Helps implement yearly recruitment plan by deadlines on plan.
  • Plans and implements retention activities including yearly spring picnic and Christmas Party.
  • Adequately monitors and spends recruitment budget appropriately without exceeding budgeted amount.
  • Keeps records of all spent money.
  • Reconciles all check requests (and P-Card) within 30 days of receiving check/in a timely manner.
  • Provides support to case managers through positive reinforcement and open communication.
  • Meets with new case managers during 80 hours pre-service training one-on-one to assist in training on how to work with parents.
  • Meets with foster parents individually if problem arises.
  • Shares information re: policies and procedures with cms
  • Participates in rotating on-call schedule with equality to all team members.
  • Provides specialized training to foster parents.
  • Makes suggestions for interventions with clients on a weekly basis.
  • Calls inquiries back within 1 business day.
  • Completes appropriate documentation for new referrals.

COMPENSATION:

  • Starting salary for this position is approximately $21.82 /hr based on relevant experience and education.

QUALIFICATIONS - Foster Care Trainer/Recruiter

Experience:

  • Must have course work and or experience in the areas of cultural diversity, human development, etiology and treatment of mental illness, physical and sexual abuse, suicide, and mental disabilities.
  • Must have significant experience in foster care placement and/or previous experience with supervising others.

Education:

  • Must have a Bachelor's Degree in social work or related behavioral field with a preferred minimum of five (5) years' experience as a caseworker in child welfare.

Physical:

  • Must be capable of driving a car and transporting clients in your personal vehicle.
  • Must be capable of assisting in utilizing non-violent methods of crisis intervention including therapeutic holding.
  • Must have mental ability to exercise sound judgment under pressure.
