The Procurement Manager

Job Summary

  • Responsible for assisting in the administration of all procurement contracts and solicitations in compliance with both federal and state regulations.
  • Performs professional and administrative duties in the development, coordination, and maintenance of all procurement contracts.
  • Assigns work to staff for the daily operations, and assigns special projects to staff based on expertise and/or current workload.
  • Responsible for managing projects from beginning to end and excel at multitasking.
  • Duties include supervising and managing the day-to-day operations of the Procurement Division.

1. Continue expanding the Center's vendor database and work to grow the department.

  • Prepare solicitations for new or expiring contracts
  • Evaluate and maintain individual program needs to develop a workflow.
  • Update and maintain Procurement Policies and Procedures in compliance with OMB 2 CFR 200 and the Davis-Bacon Act.
  • Update and maintain a current bidder's list that includes tracking of women and minority owned businesses.

2. Own entire procurement cycle for large capital projects

  • Meet with requesting departments to understand needs, budget, and timeline
  • Update staff throughout the project and help coordinate with other departments for installation, etc.
  • Ensure all deadlines are met and that the project has met staff's expectations
  • Performs market research and/or product research as needed.

4. Formulates and prepares requests for proposals and assist in obtaining quotes for all necessary purchases and contracts.

5. Serves as division representative in meetings with professional service firms, interacts with consultants, contractors, vendors.

6. Reviews negotiated change orders to track percent of contract price increase and reviews amendments/ task authorizations and pay requests for conformance to contract terms, fees, and renewals.

7. Supervise Procurement Specialist

  • Ensure policies and procedures are being followed for all purchases and contracts.
  • Monitor vendor relations.
  • Promote staff development.
  • Distribute work and assign special projects as needed.

8. Assist in audit inquiries as needed.

9. Works cooperatively with all departments, programs, and vendors to promote the highest standard of customer service and department relations. Assist other departments as needed.

10. Completes all required documentation accurately and timely, while maintaining strict confidentiality of sensitive material.

11. Adhere to all elements of the Center's Code of Conduct to act ethically in both fact in appearance.

COMPENSATION:

  • Starting salary for this position is approximately $60,232 /yr based on relevant experience and education.

QUALIFICATIONS - Procurement Manager

Experience:

  • Three year's full-time work experience working with completing capital projects preferred.
  • Ability to manage multiple projects and meet deadlines while strictly adhering to all procurement guidelines.

Education /Knowledge:

  • Bachelor's degree preferred.

Physical:

  • Hearing of normal and soft tones.
  • Close eye work.
  • Lifting up to 30 lbs.
  • Sitting at a desk for long periods.
  • Standing, walking, bending, stooping, and reaching.
